for Fiction Writers

One way to introduce your readers to your characters is through dialogue.  Through dialogue readers decide how they feel about a character.  It has the power to evoke positive and negative feelings.  Effective dialogue connects with readers and makes them care about the characters and their struggles, but when should your characters talk?  What should they say?  How do you use dialogue to move the story forward?  When is dialogue dragging the story down?
